Bonded vs friable: how to tell which one you are looking at

One word decides who may touch the material, how much may be removed, and whether you can stay in the house. It is worth understanding properly.

Australian asbestos regulation does not treat asbestos as a single hazard. It splits it in two, and every practical consequence follows from which side a material falls on.

The distinction itself

Bonded (non-friable) asbestos is fibre locked into a solid matrix — typically cement. Asbestos cement sheeting, corrugated roofing, fences, water pipes and vinyl floor tiles are the everyday examples. While the matrix is sound, the fibres stay where they are.

Friable asbestos is material that, when dry, can be crumbled, pulverised or reduced to powder by hand pressure. That is the actual regulatory wording, and it is a physical test rather than a product list. Pipe lagging, some insulation boards, sprayed coatings, millboard and — the Australian case that matters most — loose-fill ceiling insulation fall here.

Why the label changes everything

The consequences are categorical, not gradual:

  • Friable asbestos is Class A work in any quantity. There is no small-amount allowance. It requires a Class A licensed removalist, and it requires air monitoring by a licensed asbestos assessor who is independent of the removalist, plus a clearance before reoccupation.
  • Bonded asbestos above the small-quantity threshold is Class B work. Below that threshold, most jurisdictions allow an owner-occupier to remove it from their own home under conditions — but the threshold and the conditions are set by each state and territory.

Condition moves material between the categories

This is the part people miss. A material is not permanently bonded because it started that way. Bonded sheeting can degrade into friable material, and several ordinary events do it:

  • Weathering. Decades of sun and rain break down the cement matrix at the surface, which is why old roofing goes chalky.
  • Water damage. Saturated and repeatedly wetted sheeting loses integrity.
  • Fire. Heat destroys the matrix, which is why fire-damaged asbestos material is treated as friable.
  • Impact. Hail, storm damage, a reversing car into a fence, or demolition.
  • Mechanical work. Sanding, grinding, cutting, drilling and high-pressure water blasting all convert bonded material into dust at close range. This is the category people create themselves, and it is the most common.

So the right question is not only “what was this product” but “what condition is it in now, and what is about to happen to it”.

A practical way to think about it

If the material is hard, intact, in one piece and does not shed when touched lightly, it is behaving as bonded material and the sensible approach is to leave it that way — keep it painted, keep it undamaged, and do not work on it without settling what it is first.

If it crumbles, powders, hangs in fibres, has been burnt or water damaged, or is loose material in a ceiling space, stop. Do not sample it, do not sweep it, do not vacuum it with a domestic vacuum, and do not enter the space again until somebody licensed has looked at it. Those actions spread friable material rather than containing it.
